This is a Hauv Phuam, which one of of many traditional hmong hats. It is mostly seen at New Years, Weddings and other Hmong celebrations. There are many other different kinds of headgear as well, but I personally feel that this is the most common. That is why it was made into an iconic symbol, which is inspired by POP art from the 60’s.
